Yes they work, the real question is how well they will work for you. If you don't have any wind then no, a windmill isn't going to do you much good.
However just because your wind speed at ground level is a measly 4 mph this doesn't disclude you from having an efficient residential windmill.
I bet the shear wind speed 100' up is not 4mph.
The trick is getting your residential windmill where the wind is. The less drag from the ground and obsticles the higher the wind speed. The higher you go up, the higher the wind speeds. 100 feet in the air might be excessive, but electric bills can be too.
